Traditionally only players who receive points expose their hands after the deal is over. E.g., in the Japanese rules normally only the winner displays his hand. Notice however, that there are several exceptions which require exposing of the hands (e.g., if the deal ends in a draw and points are paid for ready hands, all players who have declared ready must display their hands).
Four Winds lets you choose an option which forces the display of hands always after the deal is over, including the situations where the deal ends in a draw or faulty declaration of out.
