This payoff scheme is used in Internet Mahjong Server rules. If the winning tile is self-drawn or winner is East, the final score is multiplied by 1.5. For self-drawn winning tile each loser pays 1/3. If the winner goes out on discard, discarder alone pays the total score.
The payoff scheme is a sort of a combination of Chinese Modern and Japanese schemes and resembles the Mahjong Masters Million scheme, but accentuates meaning of going out self-drawn.
